EU reveals new strategy to keep startups from relocating to the US

The European Commission unveiled a new strategy on Wednesday aimed at helping small businesses grow and stay within the EU, rather than relocating abroad.

“Startups and scaleups are vital to Europe’s future — they drive innovation, support sustainable growth, create quality jobs, attract investment, and help reduce strategic dependencies,” the Commission said at the launch. “Yet despite strong foundations, many still struggle to scale or bring ideas to market within the EU.”

Vice President Stéphane Séjourné noted that although more startups are founded in the EU than in the US, nearly 30% of EU-born “unicorns” — startups valued at over \$1 billion — have relocated outside the bloc in the past 15 years, most often to the United States.

The Commission’s new strategy sets out 20 key measures to reverse this trend, with a strong focus on retaining successful startups during their critical growth and funding stages.

The plan targets key technology sectors such as artificial intelligence, quantum computing, advanced semiconductors, biotechnology, clean energy, defence, space, and robotics.

To create a more supportive environment, the Commission aims to simplify regulations around insolvency, labour, and taxation. It will also enable businesses to communicate digitally with public authorities across the EU.

Additionally, the strategy includes better financing and investment opportunities and improved access to skilled talent to help startups thrive within Europe.
